Presidential decree on honoring "Morin khuur" Horse head fiddle musical instrument issued

President of Mongolia U.Khurelsukh issued a Decree on honoring and promoting the Morin Khuur, a traditional Mongolian instrument called the Horse-Head Fiddle. In this regard, the President ordained the Government of Mongolia to advance the efforts to honor and promote the Morin Khuur, which is considered an intangible cultural heritage and a lasting pride for the Mongolian people. The two-stringed fiddle has figured prominently in Mongolia's nomadic culture. With the Decree, the President ordered to inclusion of a Morin Khuur program in the public school curriculum with secured funding and create a conducive learning environment and conditions in educational institutions for supporting comprehensive national art education, to offer Morin Khuur training in cultural centers and palaces of soums, provinces, districts, and the capital city.


Through the Decree, the president also aims to prioritize the global promotion and dissemination of the knowledge of the Morin Khuur, establish a dedicated program to support the training and other national arts in Mongolian public schools and training centers abroad, to support and expand Morin Khuur Ensemble into an orchestra, provide the Ensemble with the necessary financial resources, and support the system of training professional Morin Khuur players, and to finally develop the craftsmanship of Morin Khuur and train skilled Morin Khuur crafters. 


Furthermore, President U.Khurelsukh ordained the government to organize the Morin Khuur International Festival under the auspices of the President of Mongolia once every three years. In addition, the President encouraged every Mongolian family to contribute to preserving traditional art and heritage by learning and playing the Morin Khuur at home and passing it down to future generations. The Decree was signed by the President and presented to the Prime Minister of Mongolia L.Oyun-Erdene. 


In 1992, the government and Mongolian people, under the decision of the President, established the State Morin Khuur Ensemble. Then in 2002, the President issued a decree further promoting the Morin Khuur. Recently, in 2023, President U.Khurelsukh awarded the Morin Khuur Ensemble of Mongolia with the Supreme Decoration of the Mongolian State, Order of Chinggis Khaan, for preserving and promoting the Morin Khuur and for its valuable contribution to consolidating and elevating Mongolia’s international reputation and for enhancing the knowledge and appreciation of the cultural heritage and values of Mongolia worldwide.
