Mongolia–Saudi Arabia Air Transport Agreement Approved by Parliament

The State Great Khural (Parliament) of Mongolia has officially approved the Air Transport Services Agreement signed between the Governments of Mongolia and the Kingdom of Saudi Arabia. The agreement was signed on July 16, 2025, in Ulaanbaatar, marking a significant step in strengthening aviation and bilateral cooperation between the two countries.

This agreement establishes a comprehensive legal framework governing air transport, paving the way for direct and increased flight connectivity between Mongolia and Saudi Arabia. It is expected to play a key role in opening new flight routes to West Asia, enhancing Mongolia’s integration into the global transport and logistics network, boosting passenger traffic, and supporting international tourism.


In addition to its economic and logistical benefits, the agreement is regarded as a strategic advancement in diplomatic relations reinforcing bilateral trade, economic partnerships, and foreign policy cooperation between the two nations.


The move aligns with Mongolia’s long-term and medium-term development goals, and specifically supports the Government’s “Years to Visit Mongolia” initiative (2023–2028), which aims to position the country as a major travel destination.

As part of this broader vision, the Ministry of Roads and Transport is actively working to liberalize air transport, expand Mongolia’s network of international aviation agreements, and improve the number, frequency, and diversity of flight routes. These efforts are designed to facilitate greater tourism flows and modernize Mongolia’s aviation infrastructure.
