U.S.-Backed English Center Launched to Empower Mongolia’s Next Generation

On June 12, 2025, the Center of Excellence for English Language Teaching officially opened in Ulaanbaatar. The Center is the result of a joint partnership between the Government of Mongolia, the Government of the United States, the National University of Mongolia, and various other partners, including diplomatic missions and selected private sector organizations.

The Center plays a central role in the U.S.–Mongolia Excellence in English Initiative, a key bilateral effort to strengthen English language education in Mongolia.

Speaking at the opening ceremony, U.S. Ambassador to Mongolia Richard Buangan remarked:

“In 2023, Mongolia enacted legislation designating English as the country’s official second language. We welcomed this development and have taken concrete steps to support it. In August 2024, the United States and Mongolia announced the U.S.–Mongolia Excellence in English Initiative, following a year of bilateral discussions aimed at promoting English language education.

This initiative, which has received seed funding from the U.S. government, will not be solely an American endeavor. It will serve as a collaborative platform for the entire Anglophone community to contribute to the advancement of English teaching in Mongolia. All those involved in promoting English should consider supporting the Center as a means of enhancing the quality of English instruction nationwide.

The establishment of this Center marks a significant milestone in our shared commitment to educational advancement and professional development for English teachers throughout Mongolia. It will serve as a hub for innovation, learning, and growth—providing invaluable resources and opportunities for Mongolian educators to improve their skills and knowledge. I am confident that the Center will play a pivotal role in elevating English language education in Mongolia and, in doing so, help develop the country’s human capital and global competitiveness.”

B. Otgontuya, Director of the Center at the National University of Mongolia, also spoke at the event:

“The Center will focus on three main areas: improving the English proficiency of high school and university teachers, students studying in the field, and government employees. Over the past three months, we have piloted both online and in-person training programs with promising results.

These programs will be delivered by English Language Fellows, Fulbright English Teaching Assistants, Peace Corps volunteers, and university faculty. Looking ahead, we plan to expand our activities to include both domestic and international short- and long-term training opportunities for educators.”

The U.S. Embassy in Mongolia actively supports a broad range of English language initiatives. Among them is the English Access Microscholarship Program, a two-year after-school program for high school students that currently serves 200 participants. Additionally, three U.S. English Language Fellows and seven Fulbright English Teaching Assistants are currently working in schools and colleges across Mongolia.
